While at the Bell Tree Tower's observation deck, a man is fatally shot by an unknown sniper, setting off a chain of events. Conan Edogawa, present during the murder, attempts to apprehend the shooter without success. The prime suspect, Timothy Hunter, a former Navy Special Ops member under investigation for a prior murder, is believed to have three targets on his hit list. As two victims fall to his deadly precision, Timothy himself meets a mysterious demise, complicating the case. With the FBI losing their trail, panic grips Tokyo as news of the assassinations spreads. Now, it falls upon Conan to track down the elusive culprit behind the city's sniper terror and bring an end to the chaos.
