Within this harsh landscape, Sanga controls the fortified sanctuary known as the 'Last Land', using his power over the pure water reservoir to reign as a tyrant. Discovering the attempts of Freedom Village to secure their own water source, Sanga dispatches his minions to thwart their plans. Caught in the midst of this struggle is Kenshiro, the skilled practitioner of Hokuto Shinken, who intervenes after rescuing Tobi, a spy enlisted by the villagers of Freedom.
