In the isolated sky-bound city-state of Shahalta, cut off from the outside world, a shift from monarchy to republic marks a momentous occasion. To commemorate this change, a grand national treasure exhibition is organized. Lupin, the daring thief, schemes to pilfer the coveted secret royal artifacts on display, but his plans are foiled when a group of sky pirates beat him to the loot.
