When a massive UFO crash-lands in a rural area near Nagaoka, Tsubasa Misudachi's mundane life takes a dramatic turn. Witnessed by the Gatchaman, the legendary protectors of Tachikawa City, the arrival of a peaceful alien triggers a series of events. Entrusted with a cutting-edge notebook called a NOTE by the Gatchaman's founder, J.J. Robinson, Tsubasa is swiftly inducted into their ranks. Guided by the seasoned hero Hajime Ichinose, Tsubasa embarks on a journey to understand and uphold justice. Simultaneously, the rise of CROWDS technology, allowing individuals to materialize their thoughts, gains popularity under the backing of Prime Minister Sugayama. However, the emergence of the enigmatic group VAPE, utilizing red CROWDS for malevolent purposes, incites fear and skepticism towards the technology. With VAPE's threat escalating, the Gatchaman, now joined by Tsubasa, must unite to quell the chaos caused by VAPE's destructive agenda before it engulfs society.
