Sabu, a youthful investigator of the Edo bakufu, embarks on journeys alongside the sightless master swordsman Ichi. Together, they aid the ordinary folk in unraveling enigmas and rectifying injustices, often perpetrated by outlaws or dishonest authorities. Sabu is betrothed to Midori, the police officer of the Tokugawa shogunate and daughter of his superior.
