Following their alliance with the resistance fighting against the bakufu, Gintoki and his comrades, together with Katsura and the Joui rebels, find themselves in hiding. Their tranquility is disrupted when Nobume Imai and two Kiheitai members inform them of the Harusame pirates' betrayal towards 7th Division Captain Kamui and their old comrade Takasugi. Tasked by the Kiheitai, Gintoki is assigned to locate the missing Takasugi, who vanished during a Harusame assault on his ship. In a shocking twist, Nobume unveils the existence of the Tendoushuu, a clandestine group orchestrating events from the shadows, led by Utsuro, a mysterious figure bearing a striking resemblance to Gintoki's former mentor. Boarding Sakamoto's spacecraft, the Yorozuya and Katsura embark for Rakuyou, Kagura's ancestral planet, the epicenter of gathering factions and rising conflicts.
